People form opinions. When you review a resume before an interview you form an opinion and expectation, good or bad, high or low.

do not hire on past accomplishments alone

Past accomplishments in one company don't necessarily equate to success in another. Success is defined differently from one company to the next.  

DO NOT HIRE IF VERBAL AND NON-VERBAL RESPONSES DON'T ALIGN

Over 90% of communication is non-verbal, thus it’s often not what is being said rather how it's said. Questions asked should identify how an individual reacts (emotion) and responds (thought).
